Before the construction phase starts

A Construction Phase Plan must be in place before construction starts. The plan should reflect the actual site, work, people and arrangements for managing risk; it is not simply a document to file at mobilisation.

Where more than one contractor is involved, the principal contractor is responsible for preparing and maintaining the plan. For a single-contractor project, that responsibility rests with the contractor. HSE guidance on construction planning explains those duties.
